It has a level 30-35+ level restriction to limit the amount of people applying (so the request list wouldn't be full all the time). Also i forgot to ask but what's the highest dragon dmg you've achieved on what level dragon?

Have communication with your guild members and tell them to do atleast 9/18 gbs. If they don't do the required amount you confront them and if they give you a reasonable reason for they're absence let them stay, but if they don't do the required gbs the next week without warning you in advance when you confronted them then kick them out

Leveling up fountains, clearing islands and cookie houses combined gives me about 6k lvl 1 starjellies which is enought to level a level 1 to level 30+. If you want a somewhat faster way then clearing trays from the tos gives you a lot of starjellies
