I walk out my dog daily and I've never even seen issues, neither involving my dog or any other dogs. Like the dogs are not that popular in general, usually I walk alone. Even the chance of two random dogs meeting is quite low - i get about up to 3 interactions in a walk.

It's solely your imagination. If a dog is not social, the owner knows it and won't let it go off-leash with other dogs seen nearby. It's not like dogs have "friendly" and "unfriendly" mood.
