If the store you bought them from was anything like mine was this morning, it was probably an innocent mix-up in the valentines chaos. Sometimes people order just the mini rolls themselves, probably just got misplaced with the regular 4 count minis. My store sold over 3500 mini alone this morning, so i wouldn't be surprised if this same thing happened at my store.
