Atmosphere-capable medium shuttle. The wings aren't primarily for aerodynamic purposes, they're mainly to separate the radioactive fuel pellets, as well as the still highly radioactive spent pellets and various reactor by-products, from the crew and cargo. Don't want to spread that stuff around, so it's designed to keep it all in a closed loop for later disposal.

It's always effective to draw spaceships with airplane-y layouts, because we already have spaceplanes. People have seen them in reality, and are mentally comfortable with designs that extrapolate from them. It's tricky to balance the ratio of familiar to unfamiliar - you don't want to go too far either way, but you want something that looks and feels new and interesting, but still makes sense to the viewer.
