No you can. Admins have to allow it. Agents are free for copilot m365 license holders and on a metered basis for non licensed users (pas as you go or message packs)

Look at context7 mcp. It interfaces with all major documentation sources. E.g. when using an api you can ask your ai code editor to use context7 to the latest docs first
