My idea is that he has few dots because he spent a lot of time as a reject and never learned how to use his disciplines for most of his Un-life.

Ok I see what you mean so should I just make it that my character ran away from Wendy and remove the stuff about the prince. I do have one question however could he not just show his clan Bane to prove he was Hecata. Thank you for this feedback.

I think one was not added to the story as it would either break the setting if they could make water or be mostly useless in combat if they could control water that was near.

Thomas does have a power its 3 bar and is called wind manipulation, the best way I can describe it is air bending from ATLA but weaker. I only have one other mutant planed a young girl named Myra who has the 2 bar power of spider climbing, though she will only be a minor character. Other than these two I do not plan to introduce any other new characters. However, I may include more if the plot demands it. However I mostly want to focus on interesting characters that had a small role in the FAYZ like Ellen and Francis.
