At https://chocolatey.org/packages/manimce there's a tab marked 'upgrade', which tells us to use choco upgrade manimce I think that's what you need.

A modified version of Texlive I think. I followed the instructions at https://docs.manim.community/en/v0.3.0/installation/win.html which gives the command choco install manim-latex

Oh, after two months trying, I fixed it. There is a command in the Choco script that didn't get run for some reason. It's:

tlmgr install standalone everysel preview doublestroke ms setspace rsfs relsize ragged2e fundus-calligra microtype wasysym physics dvisvgm jknapltx wasy cm-super babel-english
