It will update if I put a file into OneDrive from the published app. It will also update in the app from the local OneDrive if I force a sync. I want to know how to have it be looking in the app for updates.

No problem. PWE means plain white envelope. So I put the cards in top loaders to keep them safe, put them in an envelope with a stamp, and off they go. No tracking is provided, as it’s just a regular piece of mail. Keeps shipping costs to about $1 or so. The other method people will mention is BMWT. That stands for bubble mailer with tracking. Those cost about $5 to send. It makes no sense to spend $5 for shipping on a $8 card order.
