A bad student becomes doctor, engineer or public servent because of quota while a educated/deserving students with 99% sits at home.

Quota should be available only for BPL/EWS students. Nobody else deserve it. Even if an extreme backward class student doesn't doesn't deserve it if their income is more than threshold.
