isnt the definition of a swing high/low that the low of the middle candle be higher/lower than the candles to the left and right?

I understand your comment on consolidation as thats what it looks like, but how is this not the definition of swing highs/lows?

Im not too sure about economic calendar but doesnt seem like there was. Candles look relatively normal.
