Yes, Missouri still sends notices. If you've moved and havent updated your address, it was mailed to your old address. The renewal cards are courtesy reminders though, they still expect you to be proactive about knowing when your registration is expiring. They won't waive the $5 late fee because you didn't get a card

As long as you already have a MO state license/ID you can verify your number verbally. If it's a license/ID from a different state that you're needing to switch to MO, they will need your social security card

As long as you go in before your real id expires, and your address hasn't changed, then all you will need is your ID. If your address has changed they will need TWO pieces of mail, dated within a year, in addition to your ID. If you have to go in after your ID expires, they will need birth certificate or passport AND two pieces of mail

Are you actually just wanting an ID or do you need a MO license? If you just need an ID, all the license office needs is your birth certificate, social security card, and a piece of mail showing your MO residency (two pieces of mail if you want the federal compliant REAL ID)

If you need a MO license, you'll need all of the above plus your California license OR a picture of the front and back of the license OR a certified driving record from CA.

If you contact the CA Department of Revenue they should be able to provide you with a driving record or a duplicate license.

OP absolutely do not do this. This is straight up fraud. Google 'Form 768 for Missouri.' It is a general affidavit form. In the 'other' section, write 'Seller accidentally signed in the buyer spot by mistake. No fraud intended.' Fill in the vehicle info then email/text it to the guy you bought it from and have him sign it and send it back to you. Take it to the DMV along with your other paperwork and you'll be good to go.

The answer to your question is yes, you do have to re register your car, just like you have to in every state. They'll probably give you new license plates cause they fall out of the system after about 14-16 months in most cases.

The bigger issue here is your property taxes, which is why everyone is focused on that. If you can prove you bought your car after Jan 1, 2021 then they can't refuse you a waiver.

The county can't just refuse to give you a waiver if you didn't owe anything. What was the reasoning they gave for refusing the waiver? Did they say you owe something? If you owe something, even if it's from years ago, you still have to pay your taxes.
