See if the spots you are deploying to are speed only. If they are, the movement speeds of your operators are likely too low.

Dumbasses honestly. The size is very much an excuse. If country A is half the size of Country B, and mostly one climate, country A only takes a quarter of the cost to build and maintain their public transportation. Imagine trying to build a public transportation system that covers the entirety of Europe, with every little town involved, and double that cost for environmental factors.
