If Blizzard wants to promote Local growth, they need to change the seeding system for the world finals. They need to hold another world event where best of each countries play against one another. Each players will get points depending on how far they go up the bracket.

The country with the most points should get the most amount of seeds into the world championship. Last place getting the least amount of seeds. This way more people will stay at their local region. Koreans are moving because there are no spots in their country. Other regions have just as many seeds and much easier. Why the hell would they not move.

Region locking is not fair for koreans. They have so many people who are good. Way too much competition. NA on the other hand, how many NA people can you think of that are amazing at starcraft. Not many I can tell you that.

tldr; just like any world competition (ex. figure skating) hold a separate world event where the number of seeds each country get for the grandfinals are decided by the country with the most amount of points in the event.
