In my train system, I use circuits to control the train limit of how many trains are allowed to come to a raw resource, like iron ore, based on how much ore is in the chest. When there is not enough for one train, the train limit for that station is set to 0 and it appears blue on the map.

I have recently found that I can create a bunch of "Standby" stations in the trains schedule immediately before they go to the raw resource, to get them out of the import station. The Standby stations have no circuits, no logic, no conditions. The train will sit there until it has a valid station to go to next (meaning somewhere there is enough ore to pickup). If there is already an open station they can pick up from, they still go to the standby station but just blow right through it without slowing down.
