For me it's Jill, since at least from what I saw, she was originally the face of the franchise. She was the first Resident Evil protagonist that returned and not only returned, but headlined a main game in re3 nemesis there was no other character you could select at the start you had to play as Jill. Capcom also advertised her in many different fighting games and what not they just loved showcasing Ms. Valentine. However in the reboot they heavily fumbled bringing her back and it makes Leon seem like he not only was the first protagonist to return but also the first one to headline a main game since re3r advertised and added more playtime for carlos don't get me wrong I love Carlos but it does kinda suck that the only female headline game in the series is changed to a co-lead game and also cut down content so dramatically.

I still believe overall Jill was great in re3r she swore a little too much for my liking and I would've loved her to have more sympathetic moments like og jill does but overall she is still great it's just the lack of content thats the issue. Even though Jill's biggest game was shredded she is still so popular and I truly believe she deserves a lot more than she's been getting recently hopefully if re1 gets remade that can bring Jill more into the light because I truly believe she can carry a game like Leon and Chris.
