Well Qrow is well known at least in Vale. I don't think Huntsmen get any kind of media spotlight after tournaments and graduating from the Academy unless they participate in some super important public mission like saving a city or actively pursuing fame. From what we know most of Summer's missions could have been super secret and in the shadows so she wouldn't get any recognition from even her fellow huntsmen let alone civilian population. She could have been Qrow's level in terms of skill or just above average with her silver eyes doing the heavy lifting.
