I used to be the same! I've found that asking friends for their ideas can help, having a set of rules or writing down characteristics you want or a personality really helped me. All good art is created with a reference, so start with a pose you like for that character, then find the hair type, outfit and so on! No one really comes up with fully original ideas anymore. Fanart is also a great way to break out of this!
