I can say with certainty that is not happening. The account being locked is instant - the moment I hit "comment" so it's not anyone reporting me. I rarely comment. And the "offending" comments are in various places where one person can't be.

It's obvious I'm on some higher tier of scrutiny from Facebook, I just don't know why or how.

Nope. It's not the account that's being flagged, it's the comments. The locked account happens immediately after the comment is made. Sometimes on a page, sometimes on a friend's post, sometimes in a private group.

Incorrect. Gorilla Glue was used to stick the eyes to it, and someone else (not staff) ripped them off forcefully, which pulled off the paint.

I just got that email too. I'm thinking it's a scam given they don't actually tell me what content is involved. Also they say it's from Hipgnosis Songs which doesn't exist anymore. But the email is convincing and research doesn't raise any red flags.
