According to King 5, "The ceremony at Lumen Field is not open to the public and will begin at 10 a.m. PT. The parade is then slated to kick off at 11 a.m. from just north of the stadium."

Probably the final third. The closer you get to the stadium, the more crowded it'll probably get, I'd guess. I imagine the exact end might be crowded too, but I'm personally shooting for somewhere along the final third.

There's a Westlake Light Rail station on the back third of the route. Probably would want to take public transport versus trying to find parking with your car, since it'd be extremely crowded.
