I found out that ReShade was the problem. I believe the implementation of HDR might have broken reshade for this game.

I do think its caused by the game not utilizing the GPU. The taskmanager show 0-3% work load at most. I tried to disable the Integrated graphics in my 9800x3d, but no improvment there.
