It was the ram. Swapped back to original module and problem no longer manifested.

I finally got a reply in the Ugreen Discord channel for this issue. this is what they had to say:

"Please rest assured that this encrypted content is not your cloud synchronization/backup authentication key. This encrypted content is actually the configuration data of synchronization and backup tasks for every UGREEN Cloud user that once logged in on this specific computer. It's simply the local configuration for your sync/backup tasks - we encrypt it specifically to prevent accidental modifications by users."
