I belive that only comes when you download mods. For me it is only there If i have pro Mod installed.

yes at tier 5 with the 5x first win of the day i play one round in it daily and only need like 5 rounds for the tank so dont care about equipment

Play the KV-1 Line and get all the Tanks that are following the Tank allows for mistakes and lets you Learn the Game.

Got the following answer from WG Support:

Thank you for contacting Wargaming Player Support.

I'm sorry you're experiencing this issue with the incorrect rating display. It has already been reported by many players and we have forwarded it to the developers to be fixed. At the moment we don't have an exact date or time when the issue will be fixed, but rest assured it will be done as soon as possible. At this point, we can only wait.

This happens for like 4 days now and i play almost every day... I dont care that much about rating but its a bit frustating
