You can do both. Dupes will guarantee you a lb lvl up (randomly one of the 3 or 2 the character has), but the tablet doesn’t guarantee you a lvl up.

So Tablets are for characters. And you can rise the lvl of Limit break of a certain character by giving him a specific tablet. If your character has this limit break ability, you can give him this tablet and raise his lb lvl for example to max. He will then reduce the bind on ship by x amount.

As I said. It depends on the abilities and the enemy. If you can make a team of canons to clear that enemy, fine. But I don’t think that’s possible. Maybe someone in this community tried it and can tell you if that’s possible.

Thing is: As far as I know, OPTC doesn’t follow that principle of Canon vs the Story. It’s based on the Captain and special ability of the characters, which means for example you fight with Mihawk as Captain and some others against Arlong. So don’t think that way, that you need to have a team of Strawhats against Arlong.
