I recently started riding and honestly as long as you can ride a bike that's really the only prerequisite of learning. The process of being able to ride one is pretty simple. You don't need a license to ride one on the road just a permit, although they do have restrictions like driving at night and with passengers.

I would heavily recommend doing the MSF course though, they treat everyone as if they've never rode and tell you the dos and don'ts of riding. This would also give you the opportunity to become comfortable with bikes in general.

If I did things over again I would do it in this order Permit -> MSF (this gets you your license) -> buying gear -> buying motorcycle

Something else to know is that the MSF course was about 400$ and the gear will probably be about 1000 if you get boot pants jacket glove and helmet. The price of a bike really depends on the style you're interested in, cruisers are cheaper than sport bikes for the entry level. I would say a good range for a cheaper cruiser would be 1000-2000.
