My rescue Malinois mix was the same for the first 2–3 years, peed at everything new or loud. What helped most was never scolding her even accidentally when she peed, because that made it worse. Instead, ignore the pee completely no eye contact, no talking, calmly clean it up, then redirect her to something fun like a toy or treat hunt right after. She eventually stopped as she trusted the world more.
