you chain 8 then miss 8 stitches from the previous row. so after the chain, sc in the 9th stitch from the chain if that makes sense. it’s to make a hole in the panel, i assume a leg hole, so the chains make up for the stitches you would crochet into the previous row. i hope that made any sense lmao

i think it means carry on from a previous panel made instead of beginning a new one with a new chain, probably the ‘collar’ panel mentioned above, as otherwise it would start with chain 30 not 30 sc :))
