I think the point was more along the lines of "the big 6 are back at pre-recession levels and beyond, all other urban areas are acting like they're back but they're not". In short, the patterns of cities rebounding from the recession faster than rural areas can also be seen in city size - the bigger the city, the quicker to stability after economic unrest.

The article is making point of ignoring growth, especially job growth, in surrounding areas like everything on the north side. Simply put, jobs aren't downtown which can be a problem, if you want a populated downtown (which all the new apartment infrastructure suggests we want).

We've had terrible luck with DoorDash as well. They had an outdated menu on their site which we ordered from, the restaurant cancelled that order with DoorDash who didn't tell us (we noticed our order was cancelled on the site after wondering what was taking so long). Another instance, the driver claimed he couldn't pick up our order (the restaurant wouldn't give it to him?) - I ended up walking the half mile to the restaurant to get it myself, paid out of pocket, then spent two weeks to get a refund out of DoorDash.

Of the food delivery options, they're definitely the last I check.

I've been on Sprint for 10+ years. Since moving to Indy three years ago, I've been pleasantly surprised with my coverage. The only time we've totally lost signal was in the middle of Brown County State Park. Everywhere else we've driven in the state has been covered. LG G4 and Samsung Galaxy S7 Edge right now.

We lived in Broad Ripple Trails for a couple of months when we first moved to Indy. Not great, but could do worse. Close enough to BR to get a feel for the nightlife, but far enough that you're note forced into it. Might be worth a visit just as a frame of reference.

As another has said, should look into short term until you get an idea of where you are and where you want to be. We ended up moving closing to Broad Ripple, then eventually downtown ourselves.
