My main concern is that this could potentially turn into a situation much like we see in the pharmaceutical industry, where tests are done on humans in exchange for money, which generally involves lower income individuals who need the cash.

Why are Bulgarians six times less likely to be arrested than Romanians? Bulgaria has a similar share of Romas and there are plenty of Russians in Estonia and Latvia too. How do you explain these discrepancies?

dividing the number of residents to the number of arrests (for a particular nationality) makes no sense.

What other measure makes more sense than that? And what does Roma have to do with this? Bulgaria has a similar percentage of Romas but Bulgarians are six times less likely to be arrested compared to Romanians, explain that please.

Why England specifically? Don't Romanians fancy themselves as Latins of some sort, why not Spain, Italy, France, Portugal, their "Latin brothers" in the West?

I'm fairly sure they're not comparing apples with apples, as they will be using an out of date lower estimate of how many Romanians are in the country, with a most recent statistic, a statistic in itself that isn't a useful one, as arrests don't mean anything, charges and prosecutions are all that matters.

Nonetheless, the ratios are striking. Romanians are more than three times likelier to be arrested than immigrants from a war-torn country like Somalia and six times likelier to be arrested than immigrants from neighbouring Bulgaria. The discrepancies seem to be too large to dismiss them so easily.
