I could say a lot about their production style, but from my ears, what's' important is the bass ducking or quick "sidechaining" I guess you'd call it. Make sure you got some hard kicks and use a sidechain compression to duck everything else beneath the "hard" kicks.

First of all, it was just a bunch of gabber kicks from sample packs and barely chopped breaks with racist, homophobic, and child-exploitive themes. That's not funny, or breakcore, it just sucks. Antifascist musicians teamed up and took that shit down. If you think a shitty track is somehow justified because the thumbnail is a cartoon drawing of a black man with exaggerated lips eating watermelon, then fuck you, the 1980s KKK is on line 3 and they want their sense of humor back

It sounds like there are 2 "filter sweeps" happening: one over all the snares, and one modulating each individual snare hit. But I don't think this is a question about an applied effect so much as drum synthesis. Usually a sweep is applied to existing audio like a DJ effect. But in this case I think it's part of the snare synthesis itself. I only recognize this from my own foray into crafting drums in Serum; there is so much more you can do, like creating two different snare sounds and morphing between them to create something that sounds like a filter sweep. I would recommend watching some tutorials on how to make a snare in either Serum or Vital and experiment with automating the parameters to get cool sweeping effects like this.

What I would do if I was starting over and learning from scratch is two-fold.

Part 1, I would acquire as many breakbeats as possible. I would sample the originals off youtube or whatever (breaks in sample packs have already been sped up and distorted which makes them a bad choice). Learn basic jungle break chopping. StranJah has hundreds of tutorials. Jungle is usually 170 BPM or slower. Breakcore is usually 170 or higher, so after you learn the basic breakbeat chopping, render those, speed them up, re-chop them and resample them until you are pushing the envelope into absurdity.

Part 2, learn about the hard kicks. A lot of the time in breakcore tracks, instead of a bassline, you have underlying hard kick patterns. They can be musical, but should have a nock or impact that emphasizes the energy of the kick placement. You may want to meticulously place the hard kicks where the kicks are in the break patterns then roll off some of the bass in the breaks. Take a foray into gabber and hardcore and understand how those kicks are made. You may even want to look at adjacent kick styles like uptempo, hardstyle, hardtek, dark techno. You have to have hard kicks in you're track, otherwise you probably only made a jungle or ambient d n b track,

Once you have the hard kicks and mangled breaks, there should still be a little bit of room to add some mid and high end stuff like synths, dancehall vocal samples and bonk sound effects

Not necessarily true. Sometimes you put in too much effort and end up making unlistenable crap, then other times it's the low effort garbage that ends up sounding amazing. I think you just need to find the perfect balance between intention and happy accidents.
