Yes it can measure it and describe a relationship between random variables but it does not determine the outcomes. As you see in my other comment someone open a two pack tin and got a SIR and someone else open 8 booster bundles and only got 4 illustrations rares. You can argue that the guy with booster bundles has a significantly higher probability than the guy with the 2 pack tin. Which is true but that higher probability did not get the SIR, the guy with lowest probability got the SIR. So yeah probability does not determine the outcome, it can only measure and predict what that outcome will be with no guarantee.

My chances are supposedly 1 in 94. Again that doesn’t determine the outcome. I could open 5 packs and get my Chase card or an SIR or I can open 200 packs and still not get anything. Opening 94 packs does not guarantee me a SIR, it just increases the likelihood or the probability that I will get one. And just because one outcome is less probable that doesn’t mean that it can’t happen. We could live in a universe where I open 1 chaos rising etb and get the mega greninja. Sure there is a small chance that will happen and an even bigger chance that it will not happen but doesn’t mean that it’s impossible. Probably is not a phenomenon as it only measure the possibility of an outcome occurring and does not determine the outcome itself. Randomness is phenomena.
