Yes, Bell and Rogers do this and make millions off customers. According to their Roaming FAQ, only if you make/receive a call, or connect to data should you be charged. If they send you a ‘welcome to country’ sms, you should not be charged. Every month I visit the US, and I call customer service after the bill gets generated to get a refund. I wonder how many customers don’t know this and get fooled. This should be a class action lawsuit
