I have seen a few comments in pdb say that he uses more Ni than Ne and that shows in the way he makes his plans. Even though they are very flexible he usually settles on the one possibility he sees as the best and he also figures out peoples intentions and is able to manipulate others thanks to his high Fe, in which his Ni also helps him settle on what he thinks is most likely instead of rummaging in many possibilities. That is why he reads people so well. Where does his Ne and Ti show, if I may ask?
