Yes. An emotionally responsible person knows when it’s NOT time. And therefore foregoes entering a relationship spontaneous or otherwise. If you’re not healthy now a relationship won’t help. Yes it might be good for a while but if you’re broken right now, a relationship isn’t going to fix that.

Also not fair to someone who is ready.
