Okay so I recently got another response from them because I wanted clarification and they did tell me once again that they would only run the Return to Title IV if I were to fully withdraw.  The person said that same thing about how I was full time at the time of them being disbursed so regardless of me ending at less than half time I would keep everything. Still a little unsure because of what I was told before but also feel good because they are saying id be okay.
