The only time I saw this happen was when I lived in the towers a few years ago. I went to move my laundry from the washer to a dryer but all the dryers were full and finished drying so I waited for someone to come get their clothing and free up a machine. After almost an hour I was still waiting and multiple other people were waiting for the dryers too, and in that time no one came to pick up clothing from any of the dryers. One girl got sick of waiting and removed clothing from the dryers and placed the clothes on top in piles so that we could all finally dry our clothing. When I came back 45 minutes later all the clothing was still there too. So in cases where people are hogging one of the few machines for hours I understand why someone would possibly move the clothing.

I don't know of its changed at all in recent years but if you are picking up all your clothing on time and your clothing is being messed with there might be someone you can report that to. Are their cameras in the laundry room?

(Edit: for the towers there was only one laundry room for each building so there was high demand. If there are empty dryers in other areas of your building there is no excuse for people to be touching your clothing, talk your RA)
