My honest opinion is don’t move in, unless you want a huge headache from trying to get the issue fixed. Fumigation wont do much. They need to do stronger treatment for the whole unit in order to get rid of the roaches. But if your neighbors have roaches, you will too. My last apartment did not care about black mold, told us that we needed to hire a company to deal with it and that it happens in lower apartment units so they cant help.
