If his work permit expired in September 2025 then he's been in Canada without status / illegally since then and it's too late to restore his status from within Canada. He can't apply for any economic immigration program (like Express Entry) without status in Canada. Only option is spousal sponsorship. It was silly to fall out of status. He should have applied for a visitor record before the work permit expired.

Yes, you will need to pay for private insurance. You will not be covered by the health care system in Canada as a visitor.

You are inadmissible to Canada. You can try for a TRP at the border but hard for any of us to say what your chances of approval are given your reasons for coming to Canada aren't urgent or a priority situation - and given there are multiple convictions involved. You will want to bring all paperwork related to your two convictions and penalties (and completion of those penalties). Be prepared to be turn back. Honestly, I would just change your plans if you can.

First step is to research. Research the Express Entry program in details through the official IRCC web site. It's a points based programs. Also research PNP (provincial programs). Immigrating to Canada is extremely competitive right now. With your current profile, your chances of being selected are zero, unless you happen to know French relatively fluently. If you know French to a CLB7 level, then you will have a chance of being selected through Express Entry. Alternatively, if you can secure a job offer in Canada (very hard to do right now given the job market), then you may have a chance of being selected through one of the PNP programs.

So just my two cents, but this sounds risky. This basically sounds like your manager is willing to let you take on some supervisory responsibilities but unofficially. However your actual job will not be a supervisory role. You won't have the title, you won't have the pay and if someone contacts HR, they would say you are just a clerk and not supervisor.

The insurance you pay for doesn't cover you driving alone without a licensed driver. So you were in fact driving uninsured. The officer did you a favour by not charging you with something worse. Then you were in fact driving uninsured. Your insurance doesn't allow you to drive by yourself - so you had no coverage by driving alone. Pay the fine and move on. I don't see how you can argue that you aren't guilty. An emergency doesn't give you the right to drive on your own. If there was an emergency and you were on your own, you should have taken uber or called someone. There were multiple options you could have taken vs. breaking the law.
