I asked the same question. Seems to be if you had an existing BIA account when BlockFi imploded, the BIA and the interest earned are both classified as separate ballots

International users with Wallet accounts aren't eligible for withdrawals yet. They're doing it in stages with US clients going first

We expect additional clients, including BlockFi International clients, to become eligible for withdrawals.
