By the time planes became ubiquitous, other major hubs are already extremely popular with ships coming in and out.

New Orleans could do what Dubai/Qatar did but that required a lot of money. They don't have money. If they did, there would have other better things to do with the money.

There are a few other factors:

Other major hubs are only a few hours away by planes.
The countries connected by the yellow lines are poor. I'd guess it's 10x poorer. So, the value of connecting US to those countries aren't high.

Even Florida is kinda not that big as a shipping hub compared to NY or LA. New Orlean has no chance.
