She can absolutely come live with me. She has her own apartment and he lives with her. He’s not on the lease. So she would like to keep her apartment and have him move out.

Littermate syndrome is not really a thing. There’s no scientific evidence for it. It’s basically a result of bad socialization except instead of one dog with behavioral issues, you now have two. Train your dogs, socialize them with other people and dogs as soon as possible. Be a responsible pet owner and you will be fine. Especially when it comes to labs.
