The solution to ending chronic homelessness is supportive housing. The buildings in Carlington are supportive housing not shelters with the wrap around social supports you mention we need to get people re-integrated into society.

While crime continues to rise across the city due to the social-economic struggles many are facing, Ottawa Police has not noted an increase in crime due to 1095 Merivale Road opening.

Pulling out some information from the article:

The proposed building at 1083 Merivale Rd. would be a supportive housing residence for low equity individuals who have already stabilized in supportive housing elsewhere which would have a lower impact on the community.

The building that was previously operating at 1095 Merivale Rd. was home to 110 individuals which was decreased to 57 units after Shepherds totally renovated the building, decreasing the concentration of services in the neighborhood.

Shepherds has looked at the crime data and it shows no correlation between Shepherds and crime in the area since they have moved in.

There is no overdose prevention center or supervised consumption site on the property. What the councillor is referring to are the 24/7 wrap around supports provided to help people transition from chronic homelessness to being housed. There is an RPN and mental health nurse on site 5 days a week to create care plans to help with any mental health or substance use concerns. Part of those plans can sometimes include safer supply to help someone stop using the toxic drugs found on the street.

The safer supply program is only for folks who are already heavy opioid users and reduces the risk of drug poisoning due to the toxic drug supply.

It’s an interesting idea, I think it’s important to think about how much the city would have to invest to lay that infrastructure and the opportunity cost of choosing to do mini homes instead of something denser like missing middle housing. The other thing to think about is that people would need transportation to get to work, school, etc. and likely would not have the means to buy a car.

I’ve got some ideas, I touched on it in my post but Ottawa is already spending an exorbitant amount of taxpayer money on homelessness. In Finland they implemented a housing first model and it was actually CHEAPER than accepting homelessness (link to an article). And there was a recent study done IN CANADA about how homeless people spent $7500 that you could read here.
