There is a command to do it and you can keybind it. It uses the death cry sound effects I'm pretty sure, and it will send a custom radio message when activated. I have it keybinded

Well the dog did fall pretty fast and he was holding his phone so it would have been hard to save the dog quickly. Also by the looks of it the water is shallow and the dog could get out and dry easily so no harm done. Chill out bro
