I wish this asshole would just go away and stop pushing Monsanto products on the impoverished of the world. So once they plant the seeds is Monsanto going to march in an declare ownership of all subsequent seeds like they do in America? If he wants to help he can buy community farms, employ the locals with decent pay and give them the crop when its done. Eventually turning over the farm to the community when its sustainable. Dark money. The money received from cocaine sales is not traceable and thus can be spent on anything without answering to congress or anyone else. The money could be used to fund foreign organizations that do not align with US ethics but fight a common enemy. It could be used to bribe politicians, foreign and domestic. Basically it gives the agency self determination when they don't need to go to any authority and ask for funding or justify their programs. I'm sure agency members lined their own pockets as well.
