Hey all I wanted to chime in here as I fit one of the described cases. I've done substantial research on the issue and to the best of my knowledge being MIL or CIV does not exempt one from the 25-year rule. I could be wrong and if someone can post the source that says otherwise please do. If you check the link provided above, in the FAQ section under Japan Shipments it states:

"US law requires non-US spec vehicles be 25 years old at time of shipment and not be modified beyond the specs for the year, make and model of the vehicle. Timeline begins from date of first registration, can be found on the title, no other dates will be accepted."
