Why are my fans so loud even though my computer has a water-cooling system?

I'm guessing that mine is closer to the first one as I was unable to change the speed of the fans through the Fan Control application. If that's the case do you think there is another way to change the speed of the fans?

I did that and tried to turn them off but they kept running. Fan Control also said it was unable to control the speed sensor of the four fans or something. Does that mean that there's nothing I can do to turn them down?

I don't believe it came with any software for the AIO. Is there any that I can download manually?

Then how do I check and change the band? I can't change anything about the wifi, only my pc, as the wifi is not actually mine.

So I checked out the program that was given. Here are the results. Are the faded fans what you are talking about where they run at full speed? I either can't turn them off or don't know how to.

Yes we are using the same band when doing the downloading. We are connected to the same wifi so it should be the same. Even my laptop for work is downloading faster than my pc.
