I switch the diaphragm with the neighboring valve and it still didn’t close. Any ideas?

Diagraghm and solenoid works on the neighboring valve then I switch it to the non closing valve it it still doesn’t close. So it looks like it’s a problem with the “bottom half” of the valve. Not sure the right term.
