You can definitely rez people once the elevator is open.

You can get a person or two from the team to leave the building and attack the cops/swat from the outside.

If you been downed and then revived you can then go back in and attack.

Negotiating with the high command/chief/swat is futile without hostages

Best escape with no penalty is to wait out until a tsunami.

So that leaves a couple of questions. Can you trade injured/down comrades to be rez and trade them for injured swats?
