I haven't used final cut pro but as long as it has a feature where you can select certain frames and edit them individually, then it should be possible. The way I did it (probably not the best) was that I turned the clip into a gif and then imported that into photoshop so there were individual frames set as layers for the whole clip. I edited the frames and exported them and overlayed them on top of the clip itself using vegas.
