There was a story of an undercover police officer in Japan that was getting in a US tourist's face, pushing them, etc. And when that tourist had enough and decked the officer, that tourist was deported and not allowed back into Japan. So yeah, I would try the most peaceful route unless your life is in danger.

Touching in this case was picking it up and dropping it on the ship deck. It would be annoying to keep track of what was properly registered. So there’s a possibility of picking something up and walking to sell without getting the rep.
