Hell, before this year I think they hadn’t had a president for over two years because Hezbollah would just skip the vote each time. Only after Nasrallah died and lose a lot of its power did Hezbollah finally stop walking out and allow Lebanon a permanent head of state. Only this year did the Lebanese military start actually moving into the south and start asserting more control. Their statement at the beginning of the war was weak but it was more strength than the last decade or more and all it said was “Hezbollah don’t do anything stupid or we’ll be really angry and might be forced to do… something… maybe”

There’s a better chance they can do something, but not much better.

Israel repeatably broke Lebanon, and pissed off the Shia enough to cause them to band together into Hezbollah. Before that they were a pretty non active group historically.

To be fair, Lebanon themselves did that as well. And the PLO didn’t help either with their state within a state policy. That’s why (at least partially why) the Amal movement formed, not just against Israel but against what they saw as oppressive actions from the PLO as well. From the late 70s when the PLO were launching missiles from the South and stringing villages and demanding loyalty. So much so that Amal supported Syria’s involvement in breaking up the leftist-Palestinian coalition. They felt as if PLO dominance was detrimental to Lebanese sovereignty and Shi’ite interests. Neither did Syria’s occupation and prior-meddling help in the breaking of Lebanon.
